Figure 33 maps the relative attractiveness for development for each location against the
ecological and visual value of the landscape. The areas in dark brown indicate areas of conflict:
locations of high development pressure and high environmental value. It is these areas where
the choices over land use will be both important and contentious. Areas in red could be
developed at a low to moderate environmental cost.
